Calling Applications For Recruitment to the Grade III of Office Employees' Service in the Combined Service | Ministry Of Labour, Trade Union Relationsand Sabaragamu Development, Department Of Labour

  1.0. Applications are called for recruitment of officers to fill the vacancies in the Grade III of Office Employees' Service in the Department of Labour, in terms of the approval of Director General of Combined Services.

  2.0. According to the results of structured interview, the candidates those who have fulfilled the qualifications will be appointed to the existing vacancies based  on the  merit oder.

  3.0. The number of vacancies existing in the Department of Labour  are indicated in the tableunder para No.8.0.  The number appointed and the effective date of appointment will be decided by the Appointing Authority. Appointing Authority has the power to refrain from filling some or all the vacancies.

  4.0. Salary :-

The monthly Salary scale applied to the grades of III , II and I of Office Employees' Service is Rs: 24,250/- 10 « 250 /- 10 « 270/- 10 « 300/- 12 « 330/- Rs: 36,410/- (PL-1- 2016) in terms of  Public Administration circular No. 03/2016 dated 25.02.2016. In order to go beyond Rs: 27,020/-, Rs:29,750/- and Rs: 32,780/- should be obtained promotions to Grade II, Grade I and Special Grade respectively. Payment will be made in accordance to the schedule II of the said circular.

  5.0. Officers will be subjected to the future policy decision regarding the pension scheme applicable to this post.

  6.0.  If  selected for the above post you will necessarily be required to serve in this Department for three years period.

  7.0. Qualifications: - The following qualifications are applicable for recruitment to the posts of Office Employees' Service of Grade III

a)  Should be a citizen of  Sri Lanka

b)  Should not be less than 18 years and not more than 45 years as at the closing     date of applications. The maximum age limit will not apply to the candidates who are already holding a permanent and pensionable posts in the Government Service.

c)  Should possess a good character and should be in good health.

d)  Educational Qualifications.

                Should have passed the G.C.E. (O/L) Examination in six (06) subjects including    two credit passes at least in not more than two sittings.

e)  Should not be an unsuitable person to be appointed to the Government Service in terms of chapter V of procedural rules of the Public Service Commission.

It is Compulsory to have been completed all the qualifications related to the post on or before 08.09.2017 by every applicant.

  9.0 Structured Interview

The marks will be given to the applicants at the structured interview which will hold on the same date of holding basic qualifications scrutinizing interview on the approval of Director Genaral of Combained services and strictly following the merit order of that marks, those who have fulfilled the qualifications will be appointed to Grade III of Office Employees’ service. Applicants should clearly mention the language medium in which they desired to appear for the interview. The interview will be conducted in that Language medium.

The Marking Scheme of the structured interview is as mentioned in the table below.

Note :- Experience in the post, Educational qualifications and Extra Activities should be proved by acceptable certificates. Those qualifications should be valid as at the closing date of applications.

  10.0 Accurate information should be furnished with utmost care in filling the application form. If any applicant found to be unsuitable in the process of scrutinizing qualifications, his/her candidature can be cancelled at any time. Whenever an information furnished by an applicant is found to be untrue he/she can be dismissed from Government Service.

  11.0 Submission of Applications

  11.1 Application should be submitted in accordance with the prescribed specimen application form. The applications which do not conform to the specimen application form and incomplete applications will be rejected without any notice. The consequence of not completing applications duly has to be borne by the applicants themselves.

  11.2 Completed applications should be sent to reach Commissioner General of Labour, Department of Labour, Colombo 05 on or before 08.09.2017. The term "Recruitment to the Grade III of Office Employee’s Service" should be marked on the top left hand corner of the envelope containing the application. Any application received after that date will not be accepted.

  12.0 All the applicants who have submitted their applications on or before the prescribed date will be called for the structured interview by the Commissioner General of Labour on the prior assumption that only the persons possessing the qualifications mentioned in the notification have applied for the posts. However, calling for interview shall not be considered as fulfillment of qualifications by applicants. His/her candidature will be cancelled if it is revealed during the time of scrutinizing the applications in the interview that he/she has not fulfilled the required qualifications according to the notification.

  13.0 One of the following documents should be produced to the Board of Interview in order to prove the identity of the candidates.

            i. Valid National Identity Card issued by the Department of Registration of Persons.

            ii. Valid Passport

  14.0 Director General of Combined Services shall decide on any matter not mentioned herein. All applicants are bound to act in accordance with the General terms and conditions mentioned in this notification.
