Applications are invited from qualified Labour Officers possessing the requisite qualifications referred to in Para 5 as at 31.12.2012 for filling the vacancies prevailing in the posts of Assistant Commissioner of Labour (Departmental) of the Department of Labour under the  Ministry of Labour & Labour Relations.  You are kindly informed to make the relevant officers aware of the same.

03.       General terms and conditions of employment.          

I.          The post is permanent and pensionable and is subjected to an acting period of 01 year.

II.                The selected candidates should serve in any part of the Island.

 

04.              Proficiency in the official Language.

 

            In Accordance with Public Administration Circular No 07/2007 and circulars incidental there to, proficiency in the official language other than the language through which he/ she had joined the service, should be achieved within 05 years of recruitment.

 

05.              Qualifications:

                  I.          Experience

 

                        The applicant should have completed an active and satisfactory period                    of service of 10 years and should be a Labour Officer of Grade I.

II.        Physical Fitness.

                        Every candidate should be fit physically and mentally in every respect                    to serve in any part of Sri Lanka.

III.      Other Qualifications.

i.                    Appointment should have been confirmed.

ii.                  Should have obtained satisfactory level or higher performance during the period of 5 years immediately preceding to the date of gaining eligibility.

iii.                Should have earned all the increments during the period of 5 years immediately preceding to the date of gaining eligibility.

iv.                Should have passed the prescribed efficiency bar examinations.

v.                  Should have a satisfactory period of service during the period of                       5 years immediately preceding to the date of gaining eligibility.

vi.                All the necessary qualifications required for the post should have                      been fulfilled in every respect as at the date mentioned in the                                  application calling notification.

vii.              Applicant should possess an excellent character.

 

06.       Method of Selection:

            Structured interview which assigns marks for the period of service will be held for the applicants only those who have passed the written examination conducted by the Department of Examinations, Sri Lanka. Applicants who have obtained the highest aggregate marks for written examination and structured interview will be appointed, based on the number of vacancies.

            The Examination will be conducted in Sinhala, Tamil and English mediums only. Applicants are not allowed to change the medium later.

Applicants should sit for all the question papers and only those who have obtained 40% or more marks for each paper will be called for the interview. The number of calling for interview, the number of vacancies to be filled and effective date of the appointment will be decided on the orders of the Public Service Commission.   

    

    Interview:

            Structured interview and General interview will be held at the same time and the  general interview will be held only for scrutinizing qualifications. During the structured interview marks will be assigned only for the period of service and the maximum marks will be 100. Accordingly, marks will be assigned as follows for the period of satisfactory service after appointment to the post of Labour officer of Grade I.

Factories Ordinance – No. 45 of 1942

Employment of Women ,Young Persons and Children Act – No 47 of 1956.

Shop and Office Employees' Act – No. 19 of 1954.

Maternity Benefits Ordinance – No. 32 of 1939.

Sri Lanka Bureau of Foreign Employment Act – No. 21 of 1985.

Payment of Gratuity Act – No. 12 of 1983.

Employees' Trust Fund Act – No. 46 of 1980.

ii. General Intelligence

This paper is designed to measure the applicant's power of comprehension and intelligence through testing conclusions and responses in respect of problems presented in the form of words, numbers and figure.

iii. Aptitude  for management

This paper is designed to test the excellent management skills such as, identifying problems and reasons for them, decision making, conducting inter personnal relationships, communication skills, self discipline, formulating policies and tactics, of a candidate through the cases and the situations presented to him.

 

 

 08.      Duly completed applications in the specimen form annexed should be sent through the immediate Head to reach the Commissioner General of Labour on or before 31st May 2013(Recommendation of the immediate head should be mentioned on the covering letter )  The Post applied for, should be mentioned at the top left hand corner of the envelope in which the application is sent.  The applications should be sent under registered post or handed over personally to the Commissioner General of Labour. Item numbers 1- 5.2 of the application should be on the first page of the application form and the rest of page 02 and the particulars should be filled in the handwriting of the applicant.  The applications which do not conform to the specimen application form and incomplete applications will be rejected without prior notice.  It might be useful for the applicant to keep a photo copy of the application.  The applicant should check whether the completed application tallies with the specimen application form.  If the application is prepared in Sinhala or Tamil, the name of the Examination should be written in English in addition to Sinhala or Tamil.

 

  09.     Examination Fee:

a.       Examination fee is Rs. 1000/-

b.      Examination fee can be paid to any District Secretariat or Divisional Secretariat in the island so as to be credited to the revenue head 2003-02-13 of Commissioner General of examinations and the receipt obtained in favour of the applicant should be affixed by one border of it so as not to be detached in the specified place on the application. It will useful to keep a photo copy of the receipt with the candidate.

 

10.       Examination Admission Form:

The Examination is to be held in July 2013 and the Commissioner General of Examinations will send the Admission Forms to the candidates.  The Department of Examinations of Sri Lanka will publish a Notice in news papers after issuing the Admission Forms.  If the Admission Forms are not received even after 02 or 03 days of publishing the Notice, you should inform the Department of Examinations as given in the Notice.  It would be better if you could forward a copy of the application, the receipt of registration and if you have sent the application from an area far away from Colombo, a Fax Number to send the Admission Form when notifying the Department of Examinations.  However, issue of an Admission Form should not be considered as a fulfillment of qualifications for a candidate to sit the examination.

 

11.       A candidate cannot sit the Examination without an Admission Form. The signature of the applicant should be attested on the Admission Form and Submitted to the Chief Examiner at the Examination.  The identity of the applicant should also be established before the Supervisor of the Examination Hall.  The documents accepted to establish identify are only the National Identity Card or the valid Passport.  The applicant should conduct inside the Examination Hall in keeping with the rules and regulations of the examination. Candidates are subjected to rules and regulations made by the Commissioner General of Examinations.  Violation of such rules and regulations made by the Commissioner General of Examinations will result in a punishment imposed by him.

12.       Public Service Commission has the power to refrain from filling some or all of the vacancies         and to decide on any matter not stated herein.

 

13.              In the event of a discrepancy between the Sinhala, Tamil or English copies of this Notice, the Sinhala version shall prevail.

 

14.              This appointment will be subjected to procedures and rules of Public Service Commission, provisions of establishment's code, Financial regulations of the Government and other government regulations, Circulars and instructions and related amendments to them issued from time to time.

 

Note:-

 

Complaints regarding the loss or delay of applications or any other document in the post will not be entertained. The consequence of delaying the submitting of applications till the last date has to be borne by the applicants themselves.
